Frances Stocker, MCLIP

Principal, Kestrel Info Services



Frances Stocker is a well-established information professional with a strong record of information service management, strategic leadership, and customer service in Canada and the United Kingdom. Her skills are built on over two decades’ experience in advanced public reference services and library administration.

Frances is a Chartered Librarian, which means she is an accredited Member of the UK's Chartered Institute of Library and Information Professionals (MCLIP). She is an alumna of the University of Loughborough’s post-graduate library and information school. During her career she has added credentials in business management, training delivery, project management, and Canadian human resources.

Frances established her career with Hampshire County Library (UK), which served a mixed urban and rural population of 1.5 million. For ten years she was manager of a significant regional public reference library, providing added-value services to businesses, local government and educators as well as a comprehensive service for the general public. Frances was a key member of the team that steered the City of Southampton's libraries through the disaggregation process from Hampshire County Library to become part of the City of Southampton administration. As Deputy City Librarian she was responsible for submitting the new library system’s first business plan to central government.
 
Frances continued her career in Canada, becoming Strategic Development Officer for Vaughan Public Libraries (VPL). During a period in which the City of Vaughan was one of Canada’s fastest growing municipalities, Frances had close involvement with policy development and implementation, and also developed two successful strategic plans (2002 and 2005). She initiated a major upgrade in VPL's marketing program, led the library's web site redevelopment, and was a key member of the planning team for the award-winning Pierre Berton Resource Library. Subsequently, Frances worked as Policy Analyst at Toronto Public Library – one of the world’s most successful libraries – where she developed library policy and was a significant contributor to the team that developed the Library's 2008–2011 Strategic Plan.
